GitHub’s July 7 Copilot update for JetBrains IDEs is a useful signal because the interesting part is not another chat assistant. It is the control surface forming around agentic development. GitHub added Codex as an agent provider in public preview, expanded Agent Customizations with Hooks and richer MCP server management, added custom model support for Copilot Business and Enterprise administrators, and brought Inline Chat to general availability.
The operational details matter. Codex can be selected from the Copilot Chat agent picker after the Codex CLI is installed locally and configured in JetBrains settings. Business and Enterprise users need an administrator to enable the editor preview features policy. Workspace-level MCP servers can be defined in .github/mcp.json. The customization flow can scaffold instructions, prompts, skills, agents, and hooks from chat commands. Copilot CLI sessions now expose approval modes, including default approvals, bypass approvals, and an Autopilot preview. Claude agent sessions also gained permission-mode selection and debug-log support.
Grey Haven’s read: developer agents are becoming IDE control planes. The surface area now includes local tools, remote model providers, enterprise policies, MCP servers, hooks, approvals, logs, and usage-based billing. That is no longer just developer productivity. It is a governed execution environment sitting next to source code.
Operators should treat IDE agent rollout like infrastructure rollout. Decide which teams can enable preview agents, which repositories can use workspace MCP servers, which hooks are allowed to run, how approvals differ between exploratory and production repositories, and where debug logs are retained. The BYOK fix in this release is a quiet warning: provider boundaries and billing boundaries can blur when subagents enter the workflow.
The watch item is whether enterprises can standardize these controls without crushing useful experimentation. Coding agents will earn trust when their authority, cost, logs, and tool paths are inspectable before they become default behavior.
